In order to implement the new mission strategic deployment of Guangxi Zhuang Autonomous Region's "three major positioning", in 2018, the Development and Reform Commission of Guangxi Zhuang Autonomous Region and the Department of Transport completed a new round of highway network planning, forming the Guangxi Expressway Network Planning (2018-2030) program. In order to solve the funding gap of the project construction and improve the efficiency of project operation and management, the People's Government of Guangxi Zhuang Autonomous Region decided to introduce social capital to participate in the investment and construction of a number of expressways.
In 2020, through the public bidding process, entrusted by the Department of Transport of Guangxi Zhuang Autonomous Region, Ktrue provided the whole process of consulting services for the introduction of social capital to six highway projects, including the Baise North Ring Line. The total mileage of the six highway projects is about 570 kilometers, and the total investment is about 88 billion yuan. The specific work of our company includes the necessity and feasibility demonstration of introducing social investors, project benefit and risk analysis, implementation plan preparation, connecting with potential investors, preparation of contract documents for a series of projects, assisting in the bidding selection of investors, contract negotiation, signing and so on.
In the process of work, our financial calculation and analysis ability and the developed "KtrueIRR" were highly recognized by all parties. According to the unified arrangement of the Department of Transportation, our company also provided the review and verification service for the financial calculation results of other 9 highway projects implemented in the same period.
